What building a pool in Rowville usually involves.

Services come first. On Blue Harmony, our Rowville project, a sewer line ran straight through the position the pool was meant to occupy. Several services were located and redirected before the site cut could be set out, and that decided the sequence for the whole build. Knox sends water supply and sewerage questions to South East Water, and South East Water has to approve anything built over its easements or within a metre of its assets, so we go looking for the sewer before a layout is worth drawing.

Most Rowville homes are established, and plenty have been extended. That changes where a pool can sit: the water usually has to stay in view from the new living area rather than end up behind it. On Blue Harmony the shell had to land within a few hundred millimetres of its planned position or the sightline from the living room would have been lost, and frameless glass fencing keeps that view open. A shallow bench runs the full length of the pool, which is where a young family stands, sits and swims out from.

There are two ways to get there. A Compass fibreglass shell arrives finished, which suits a block where the shape is settled and the real question is access. Blue Harmony is a Sanctuary 8.2 in Bi-Luminite Sapphire, finished with Turkish limestone paving. Custom concrete is shaped to the site instead, worth considering where levels, retaining or an awkward boundary decide the plan. The block also fell gently at Blue Harmony, so a site cut and retaining walls set the yard levels before anything else happened.

Register the pool, then keep the barrier certified

Knox requires a pool or spa deeper than 30 centimetres to be registered with Council, with a lodgement fee. After that the safety barrier has to be inspected and certified every four years by a registered building inspector or surveyor, and the certificate lodged with Council within 30 days. Plan the fence, the gates and the space around them with the pool rather than after it.

A building permit, and consent where the design does not comply

A new pool or spa deeper than 30 centimetres needs a building permit, and so does the permanent safety barrier around it. Where a design does not meet the Building Regulations 2018, Knox also runs report and consent, which is Council approval for works that fall outside those rules. It covers building over an easement under Regulation 130 and building on flood prone land under Regulation 153, so it often runs alongside the water authority's own approval.

Find the sewer before the pool position is fixed

Under the Water Act 1989, South East Water's approval is needed to build over any of its easements or within one metre of a water, sewerage or recycled water asset. Asset information and build over requests are lodged through PropertyConnect, and any damage to those assets caused by the works is the owner's cost. On Blue Harmony a sewer line ran through the intended pool position, which is why this is the first thing we check on a Rowville block.

Trees and vegetation are a separate approval

Parts of Knox carry a Vegetation Protection Overlay, a Significant Landscape Overlay or an Environmental Significance Overlay. Council also lists Clause 52.37, which covers canopy trees over five metres in residential zones, and Clause 52.17 for native vegetation on sites over 4,000 square metres. Whether any of it applies depends on the address, and Knox asks you to confirm it with a property and parcel search. Established Rowville gardens often have a canopy tree exactly where the excavator wants to stand.

That was the point of the Rowville build. The pool sits directly off the main living area, the shell had to land within a few hundred millimetres of its planned position to hold the sightline, and frameless glass fencing keeps the view open from inside. What approvals should I expect in Knox?

A pool or spa deeper than 30 centimetres and its permanent safety barrier both need a building permit, and the completed pool has to be registered with Knox, with the barrier inspected and certified every four years. Depending on the address you may also need report and consent, a South East Water approval near its assets, and a planning permit for tree or vegetation removal. Knox also charges an asset protection fee for building works and carries out a pre-works inspection of the road reserve before works start.
