What a Pakenham build actually involves.
The office, the store and the team all sit at 9 Sierra Circuit, Pakenham, and the retail pool store there opened in October 2024. A Pakenham job is not a long trip for us. Site visits, deliveries and the service calls after handover all run from the same suburb the pool is in, which is the practical difference between a local builder and a business that lists your postcode on a map. It also means finishes, equipment and water care can be looked at in person, by appointment, rather than judged from a screen.
Pakenham is still being built. South East Water describes Pakenham East as one of Melbourne's newest suburbs, 630 hectares carrying around 7,000 new homes, and has been laying 12 kilometres of drinking water, recycled water and sewer mains through it. On a new estate block that usually means shallow services, recent fill and boundary levels set by the developer rather than by you. On the older Pakenham streets it more often means mature trees, single-width side access and a garden that has already settled. We assume neither. Heights, soil, services and the route the machinery has to take are all measured at your address before a pool is drawn.
Both build paths are open here. A Compass fibreglass shell arrives finished, so the early questions are how it reaches the backyard, what a crane or truck can do from your street, and what the ground and the levels allow once it is in position. Custom concrete is drawn for the block instead, which is what a strong fall, an awkward shape or an unusual depth tends to ask for. Self-cleaning is available on both. It is a decision to make while the pool is being planned, not something added on afterwards.

The barrier is drawn with the pool
Cardinia Shire Council requires a compliant safety barrier around any new or existing pool or spa, and states it has to be maintained at all times. Regulation 28 of the Building Regulations 2018 then requires an application for a building permit to construct a swimming pool or spa and any associated safety barrier to include detailed drawings and specifications of the proposed barrier, clearly showing where the pool and the barrier sit on the allotment and demonstrating that the barrier complies. In practice the fence line, the gate positions and the clear space around them are settled with the pool position, not after the paving is down.

Register with Cardinia Shire, then every four years
Cardinia Shire Council requires a pool or spa to be registered with it where the pool can hold more than 300 millimetres of water and will be standing for more than three days in a row, and that includes temporary and inflatable pools. The property owner is the one legally responsible for the registration. For a pool permitted from 1 November 2020, regulation 147M requires the owner to apply to the council within 30 days after receiving the occupancy permit or certificate of final inspection, and to lodge the certificate of pool and spa barrier compliance at the same time. Under regulation 147V the council then writes back with the date the next certificate is due, which must be four years after the previous one was lodged.

Find the water and sewer assets before the dig
South East Water's region runs from Port Melbourne to Portsea and roughly 30 kilometres east of Pakenham, so these are the assets under most blocks here. Its advice to home owners is direct: if you are renovating, landscaping or putting in a pool, locate the sewer and water assets first, and know their size, depth and offset. Its approval is required to build over an easement or within one metre of one of its assets, and damage caused by your works is repaired at your cost. Check what Melbourne Water has under the block
Melbourne Water does not allow above-ground or in-ground swimming pools over its assets, and requires buildings, footings and eaves included, to sit outside the easement or at least five metres horizontally clear of the outside edge of the assets, whichever is greater. On a block near a drain, a retarding basin or a waterway easement, that clearance can decide the pool position on its own, so it is worth confirming before a layout is agreed.

What approvals does a pool in Pakenham need?
An in-ground pool and its safety barrier need a building permit, and the Building Regulations 2018 require the barrier drawings to be part of that application. After completion you apply to Cardinia Shire Council to register the pool within 30 days of the occupancy permit or certificate of final inspection, and lodge a certificate of pool and spa barrier compliance with it. A new certificate is due every four years. Water authority approvals may also apply where assets or an easement cross the block.
