Pool, house and garden were considered together, so the finished setting feels connected to everyday life.

The installation path was extremely wet and tight. Before a shell could arrive, the team had to understand how the pool and equipment would reach the backyard and how the work would fit around the house and pergola. The Frankston Planning Scheme is approved by the Minister for Planning and applies to all public and private land in the municipality, and the council states that planning controls differ across the city, so it matters which rules affect your property. Where an overlay covers the land there may be further restrictions, and the council lists design, vegetation, geology, heritage and flood levels among them. Frankston points owners to its MyAddress Community Map or the state's VicPlan for the zones and overlays on a specific address.

A building permit is required before a pool, spa or safety barrier is installed unless the work is exempt, and the owner appoints the registered building surveyor who issues it. The application has to include detailed drawings and specifications showing how the pool, the barrier and the water recirculation and filtration systems comply with the National Construction Code and AS1926 Parts 1, 2 and 3. Once issued, building work has to start within twelve months, and Frankston states on its own page that all swimming pool and spa safety barriers require a building permit.

Frankston requires an asset protection permit in addition to the building permit where works are likely to affect public assets such as footpaths, driveways, nature strips and street trees. Pool or spa works valued at more than $10,000 sit on the council's list, as does any work involving heavy machinery, excavation or the delivery of materials. Applications are processed within seven business days, and building work, including the delivery of materials and equipment, must not commence until the permit has been issued.

Under the Water Act 1989 you need South East Water's approval to build over an easement or to work within one metre of a water supply, sewerage or recycled water asset, and it states that doing that work without permission is illegal. Asset positions come through PropertyConnect, SEWmap and Asset Webmap, and any damage to those assets caused by the works is the property owner's cost. That check settles the pool position rather than following it.

What approvals apply to a pool in Frankston South?
A building permit comes first, issued by a registered building surveyor the owner appoints, and Frankston states that all swimming pool and spa safety barriers require one. An asset protection permit is also needed before works begin, including deliveries. Once the pool is finished it has to be registered with Frankston City Council, the certificate of barrier compliance lodged with that registration, and the barrier inspected and certified every four years after that. The rules cover any pool or spa that can hold more than 30cm of water, and the barrier compliance certificate goes to council within 30 days of the inspector issuing it.
Do overlays and tree protection change what we can build?
They can, and it is settled by the address rather than the suburb. Frankston City Council states that a planning permit is required to remove, destroy, lop or prune a tree where the land is affected by a Significant Landscape Overlay, an Environmental Significance Overlay, a Heritage Overlay protecting a tree, or an Erosion Management Overlay. A permit can also be triggered by a boundary canopy tree under Clause 52.37, or by native vegetation where the land is over 4,000 square metres. Where none of those apply, a local law tree protection permit may still be needed. The council publishes the overlays for a property on VicPlan and offers free written advice on which permit applies, so we check the address before a pool position is drawn.

Often, yes. A smaller shell frees up the surround, which is usually the part of a tight Frankston South backyard that decides whether the space works at all.
